Shellie Ransom Shellie Ransom-Jackson
Building and Code Compliance Department Director-Building Official

Mrs. Shellie Ransom-Jackson joined the City of Miami Gardens family in 2009 as the Building Services Division Director-Building Official. She has the historic honor of being the first African-American Female Building Official in Florida. In 2012, Mrs. Ransom-Jackson was appointed as Building and Code Compliance Department Director-Building Official. Her primary responsibility is fiscal management of Building Services and Code Compliance.

Mrs. Ransom-Jackson directs professional and technical staff in conducting aspects of their work relating to plans examination, permitting, licensing, and code enforcement, in addition to preparation and maintenance of records and reports. She also serves a technical resource for field inspectors in interpreting and making final determinations of the Florida Building Code.

Mrs. Ransom-Jackson was previously employed by Miami - Dade County General Service Administration (GSA) as the Renovation Services Section Manager. While serving in this position, she successfully supervised over 80 staff which consisted of Carpenters, Electricians, Refrigeration Mechanics, Plumbers, and Painters. Prior to joining GSA, Mrs. Ransom-Jackson was the Building Code Officer (BCO) with Miami-Dade Building Code Compliance Office. As the BCO, Mrs. Ransom-Jackson developed standard processes for revising, deleting, and proposing text for the Florida Building Code HVHZ; received and reviewed proposals and comments concerning code changes. She accompanied unincorporated and municipal building inspectors/plan examiners to ensure appropriate and uniform application of the Florida Building Code. Mrs. Ransom-Jackson was the first African-American Female Building Inspector employed by the Miami-Dade County Building Department in 2001.

Mrs. Ransom-Jackson obtained a Bachelor's Degree in Business Administration with a concentration in Project Management. In addition to being a Certified Building Official, she is a Florida State licensed Building Inspector, Plans Examiner, and Certified General Contractor. Mrs. Ransom-Jackson is also certified as a LEED® AP in Green Building Technology. She also holds a certificate in Level I Code Enforcement. She is the proud mother of one daughter, Shelene.

Department of Building and Code Compliance

The Department of Building and Code Compliance is comprised of the Building Services Division and the Code Compliance Division, and is committed to enhancing the quality of life for the City’s citizens, property owners, and visitors.   Since 2009 it has served to ensure that property owners, investors and residents can be a part of a community where structures are safe for occupancy, property values increase, and the attractiveness of the area is maintained.  In addition, the department advances the City’s efforts to protect the health, safety and welfare of its constituency as well as ensure continued conformance with State, local and municipal codes. 

The department is also a strong proponent of public education and community outreach, and is committed to utilizing public workshops, forums, print media, and the worldwide web to forge new partnerships and foster communication in each of the City’s vital districts.  This approach augments the effort to expand our current delivery of services and to improve customer satisfaction.
