Delma K. Noel-Pratt was appointed to Division Chief in February 2013. She is an accomplished police executive with over 24 years of sworn law enforcement experience. Her career began as a Public Service Aide for the City of Miami Police Department in 1989. In 1993, she transitioned over to the Miami-Dade Police Department, where she trained and graduated as a Police Officer. She has directed and coordinated numerous multi-agency/entity operations, focusing on Violent Part 1 Crime Reductions.
The North Operations Division which she previously managed encompassed seven different entities; Police services for three north end police districts and one contracted Town, the Miami International Airport, Port Miami, and the Special Patrol Bureau which includes specialized units such as the Special Response Team, Bomb Squad, Aviation Unit, Marine Patrol Unit, Dignitary Protection, Motors and K-9 Unit, (approximately 1,000 employees). The Special Investigations Division which she also previously managed, she was responsible for command and control of all functions within the Court Services, Economic Crimes, Narcotics, Information Technology Services, Homeland Security and Warrants Bureaus. These entities are responsible for conducting criminal investigations of major organized high-impact economic crimes; illicit narcotics importation, sale and distribution; warrant issuance and pick-up, monitoring career criminal and extremist/subversive activities; criminal street gangs and prostitution/vice/gambling activities in Miami-Dade County. As well as, court services and technological services to include the steady operation of the Department’s Real Time Crime Center, (approximately 450 employee).
On May 1, 2017, Chief Noel-Pratt was sworn in as the first female police chief for the City of Miami Gardens Police Department. Her vision includes working in partnership with citizens and various community/ civic organizations within the city to reduce crime and increase quality of life within the city, as well as equipping her personnel with the tools needed to stay safe and properly service the community effectively and efficiently.
Her educational background consists of an Associate of Arts Degree from Miami-Dade Community College, Bachelor of Science Degree, and Legal Assistant Certificate from Barry University, as well as a Master of Science Degree from Lynn University. She attended the Broward Sheriff’s Office Executive Leadership Program and she is a graduate of the Federal Bureau of Investigation (FBI) National Academy, NA 245. She has received numerous awards over the years and belongs to various organizations, such as the Progressive Officers Club, National Organization of Black Law Executives, Miami-Dade County Association of Chiefs of Police and FBI National Academy Alumni.
